You'd have to go back to something like Ragnarok Online. Please note that it was a game where reaching maximum level was intended, even though it required hundreds of hours IF you know what you were doing.
Then there are MMO games that have ridiculous level caps that are never really meant to be reached. For some of them, the first max level characters start showing up after 4 or 5 years.

Elite Dangerous.
Probably Lineage, FFXI or some other old school MMO. Some had shit like grinding 0.2% xp in a day being considered very fast, in a game with percentage based xp penalty for dying. FFXI leveling wasn't that slow, but it had bring me bear asses type quests where the target number was in five digits.
