Yeah no, you can buffer one character but you cant control both
I main ics mate. Switched to them after I got tired of getting gimped as falco. Theres nothing technical there compared to other characters but they are so bad.

Jiggs does have virtually non existent tech though. HBox is GOAT because his mental game, spacing, patience, and decision making is god tier. He's essentially never pressing more than 2 buttons on the controller but he's so good at every non technical aspect of the game that he still rapes everyone.

Same thing happened to sheik because everyone hated chain grabbing. Sheik didnt really develop until the last few years.
