You need enough strength so you can wield them without a penalty. Perception to actually shoot. Dexterity to shoot more than once. Intelligence so you don't speak like a retard and get enough skills to get a reasonable amount of skill points. This is a massive min max build so don't expect to be able to use this build for story.
