CSGO, Dota2, TF2 are games that dont need to be upgraded anytime soon, why bother to make a new graphics engine if there is not a big leap in quality.

Valve is a company composed mostly of modders who worked out a way to get paid.
The plague of poor quality indie games is a direct result of mod makers not being able to get paid.
Valve thought they were solving two problems with one easy solution.

The problem they ran into is that the mod community don't think about legality or licensing at all.
So you had guys who made mods that other mods depended on without ever asking the guy what terms he wanted for his stuff, leading to lots of mods locked behind a single paywall.
Other mods got copied and put up as paid mods because there was no copyright information or license prohibiting that use.
Of course there's also the fact that the larger community are children, if a mod is both paid and available free, basically no one is going to use the paid version, and if a mod goes paid that used to be free the community can fork the last free version and keep building on that (at least if the license allows it).

These are things that the broader free software community has been dealing with for thirty years, not sure why it was such a new surprising thing for mod makers and users.
