She has no self heal meaning that after a few good shots you'll be targeted and take damage inevitably, then either you run away and heal and come back, or look for a different spot, or stay where you are and die. That would quickly get out of hand.
Changing her hook to be more frequent would drive her out of her proper sniper position and just make her a very annoying character that can zip around and take out people without caring about shields.
I think she needs more options to secure/lock down an area in order to consolidate her position as a defense hero. Bouncing shots or something that slows people in an area.
Also if it were up to me I'd just get rid of that ult. Maybe give her something instead like two or three bullets that will go through shields and characters when her ult is toggled on.

In comparison, it's balanced for Reaper since he's forced into close quarter combat and has no way of getting out quickly of a fight.
