There are some interesting ideas there, but sometimes it's hard to judge cards without seeing them in practice. Plus a lot of their usefulness will depend on their cost. What may look decent might end up being overpriced

Price of Power is a gift card so it will invariably work at every level. What matters is how much more it'll make higher-level cards cost, especially if it's multiplicative or simply additive.

I'm sad that my idea didn't win, but the only card I don't like out of those is probably dark side of business.

I just noticed that when rereading. One way I can see that being balanced is the fact that it just raises the price of all cards you'll use, even if you're already the appropriate level to use them. That would even suit the name well enough.

The extra star cost itself is what balances it out. The card's effects are self-contained. Remember the only time you'll want to drop that kind of cash on a card is if you are star breaker and don't care about stars or if you're basically betting your next norma chance on getting a high value kill.
