The PS3 uses the Cell processor which is drastically different from the AMD CPU the PS4 uses.
There are 2 options for PS3 BC:
1. Include the PS3 hardware in the PS4. (The PS3 is actually more expensive to manufacture than PS4)
2. Use software emulation. This would require the PS4 to be vastly more powerful than it currently is.
Both these options would jack up the PS4's price considerably.
