It seems that in the Avatar universe "hard to master" just means you need someone to teach it to you. Toph and her daughter are able to maintain an entire police force that only use metalbending when Toph was the only one who could do it 80 years before. Katara learned bloodbending pretty much the instant she learned of the concept and needed to pull it out of her ass while in the future people like Amon can just break it out without even needed a full moon.
