AC4 had Blackbeard right off the back, but you move past him real quickly and get to the interesting, evolving relationships Edward has with everyone else. Charles Vane, the crazy beserker dude who is the only guy reckless enough to give your idea over the Observatory a go. Hornigold, the man with a dream who was twisted into a Templar. And Roberts, who went from being a prize you sought to being your rival that matched and then bettered every achievement you thought you'd made.

They're all really fun, well realized, fit within this world, and evolve with Edward Kenway himself.

Only Haytham comes close to matching in Rogue, and that's mainly because of how cool he was in AC3. I agree that the mechanics of Rogue improved, but the characters are all boring and static. Your quartermaster dude in Rogue doesn't get to find a calling like Ade does in AC4. Killing characters like Hope or Liam feel uniquely empty when compared to Hornigold.
