What you meant to say is that while The Witcher 3 is an open world game it is not a sandbox open world game.The Witcher 3 is a story driven open world game.

The part you're lax on is the "punk": not just technology, not just social flux, but social flux caused by individuals (not organizations) using technology. Advanced technology (cyber) used as a means to rebel against the establishment for personal freedom (punk).

Every film, anime, and TV series you listed is about established organizations using technology in their daily routine. Certainly sci-fi enough to be "cyber", but there's no rebellion using that technology to make it "punk". What rebellions happen in those IPs are against corruption within the organization, implying that the organization is worth having with the right people - an idea that punk violently rejects.

They're sci-fi or dystopian sci-fi, but not cyberpunk.
