Shadow definitely needs to be higher, since he's the only character who can reach 128 Evade and MBlock and still have an extra accessory slot open. Not top tier, but definitely high tier material.

he's not bowser/peach anyway. overall attack stat is higher, but bowser gets better weapons. his magic runs its course late game once you have even half way decent gear (troopa pin and any lazy shell is better than all his buffs). bowser is better because fear, which still works on plenty of enemies in smithy's castle, practically grants you a win during any battle you can inflict it
