As someone who's spent no less than 800 hours across both the GC and PS3 version, I can confirm this.
Sheen has one main flaws. The first being that her defense is garbage. She can't take any hits and dies really easily, despite being a physical attacker who's supposed to be up in the enemy's face. There was a severe flaw in the fundamental RPG elements here that affects Sheena more than any other character and that is the evasion stat.
See, there are the normal stats like attack, defense, intelligence that are pretty self-explanatory, but then there are evasion and accuracy that are a bit weird in an action RPG sense.
Accuracy and evasion are effectively the same as attack and defense, only that they're separated from that calculation, plus a high accuracy stat means a higher chance of critical hits. With a high accuracy stat, you do a bit more damage to enemies with low evasion, but evasion in itself is pretty useless as long as you have any kind of defense.
The idea is that since Sheena is a ninja, she has a high evasion stat and low defense, but evasion does not affect mobility at all and having low defense makes her absolutely garbage.
Her card spells are also very, very weak. They're supposed to lower the enemy's stats temporarily, but they mostly suck dicks and balls.
Her one saving grace is her late game armor allows for almost full coverage on the elemental spectrum. You can set it up so she absorbs or negates most elemental damage, with a 50% damage reduction for the rest.

Tales of Symphonia is one of my favourite games, man. Though, I've played at least 750 of those hours co-op, which does change a lot. I'm not going to defend it as a great game, because there are so many flaws both in the mechanical department, visual and story. But, I enjoy it a lot. In all honesty, Bowser sucks. His magics are pure garbage and the only thing he has going for him is pure physical damage output, but with Mario you get almost as good physical damage, plus some solid magic attacks as well.
But, I guess it's all dependent on your build. I always threw everything in attack for Bowser, but he still felt kind of shit at the end.
