There's only Master of Masters and he gave the Foretellers their shit. For everyone else except for Sora, who is the exception, post war:
1. Someone who is of Master level or a named Master can perform the Inheritance Ceremony to increase your chances of getting 1.
2. You have to have the strength of heart to wield.

Sora skirts by this by fulfilling the 2nd requirement after he "steals" Kingdom Key in KH1. Marluxia's somebody taking out bird of paradise had nothing to do with him wielding. Everyone else in the war in Union Cross/X probably got them from their Foreteller.

The only thing that i have learned if anything about the Keyblades, is that the best most effecient way to weild them in battle is to never be in actual contact whit yours.

Like, if you need to be holding your keyblade to battle thats fine, but the best combat style include throwing it or making it float around you.
