But G-Man's race are the gods, the things that have always been above and nigh-incomprehensible to earthly creatures no matter the time or place.

For the distances in the typical gameplay, you never notice this, but at the end of Portal 2, it takes 8 seconds for a portal shot at the moon to actually reach the moon. This still has one of the greatest limits attached to it when it comes to interstellar travel: the time it takes to get there. Shooting a portal over to our nearest neighbor would still take half a decade. Shooting portals all across the galaxy would still take hundreds of thousands of years. Shooting one to ANOTHER galaxy (which is what it would take to actually be a type IV) would take millions of years. Sure, once the portal actually reached its destination, we'd be able to begin to colonize that new galaxy, but we're talking millions of years in the meantime. Humans might not even be around for that long.
