why would they be used as currency?

3 of the six ammo types in the game are de facto home-made, which makes them vulnerable inflation and virtually unusable as currency. pistol rounds are also relatively easier to manufacture. shotgun shells might be on the same level, but they're generally heavier than rifle rounds. not to mention they are more susceptible to quality fade.

Someone correct me if I'm wrong, but bottle caps on the west coast were backed by the hub's water merchants and the value of their water. Caps were chosen as a currency because the technology to make them was largely lost, and thus they were near impossible to reproduce.

East coast using bottle caps doesn't make much sense unless west coast water merchants have that much political influence.

It uses 'orbs' which are actually commodities used to try and generate new gear for players. Any time currency inflation would set in, players would just start using that form of currency more often to try and generate better gear and the problem solves itself.
