I think people who immigrate to the US should learn English. I don't really really see the problem in applying it to a State/Province level, provided there's a significant existing population established there. And if they've got laws about keeping to the national level common tongue anyway. I also don't think people shit on Quebec just because they have a hardon for keeping their American French alive. They shit on them because Quebec has an image problem, real or not, that is a lot wider than just being a legally bilingual province.

This is sort of how it always is. People who try and prop up their traditions in the face of general trends away from it are also a breeding ground for retarded elitism and tacking on of all sorts of other political shit. If they just let everyone do what they wanted, it'd typically be easier to just go with the larger national flow. There's other ways to ensure traditional retention, usually by figuring out how you want those things to evolve on their own without just following the other cultural more directly. But being a dick about it is usually simpler.
