These, as well as plenty of other tracks in the game, are good. It's not the best SMT OST, but it's still good.

A lot of PS2 games don't have streamed audio (streamed as in played from a format like mp3 or ogg) and instead just synthesize music in real time using PS2's built-in synth.
Nocturne is one of them, that's why it's so low quality. Other good example is the PS2 Kingdom Hearts, that's why the music being completely reorchestrated with live instruments for the HD collection was such a big deal.
