it was almost definitely supposed to be a multiplayer oriented (or at least multiplayer capable) game at some point, and someone, somewhere, cocked it up, and instead of fixing it, they just cobbled it together and threw it out. financial constraints or time restraints are probably the main factors in it. Turns out it's not even multiplayer.
I would have bought two copies to play with my friend if it was mutliplayer, it looked like a fun to mess around in and do nothing sandbox, but it's singleplayer only so into the trash it goes.

I honest to god don't think this was an overwatch clone at conception. I think it was supposed to be a 3 player multiplayer squad thing. It feels apparent when you look at some characters whose skill are almost entirely passive like the yakuza dude.

Nope, it even fails to do that. The map is even smaller than SR3~4, and a lot of copy/paste dungeons(underground enemy bases).
