His purpose was to stop the combine from gaining the same tech he got with being able to transcend to a higher plain, so he uses Gordon Freeman as a slave to trick him into a way of defeating the combine but that's not the truth and Gordon finds out the combine are actually unstoppable. Seems like to me when humans gained knowledge of portals that sent a red flag to the gman aliens, and they help Gordon fight off other invaders while destroying the portals along the way. This leads to alyx too, she was also given a mission, to destroy the machine that can teleport and go through time. Now gordon did his job or was taken away from his job, Gman chose Alyx to finish the job.

Think about it, G-man's plan is to give hope to humans. Humans he fucked up by manipulating the test in Black Mesa. He finally leads the resistance to the Borealis. The beacon of hope, the key.

And once you complete your objective, you are left wondering "Now what? How is this going to help us against the combine?"... not only you are left with that question, but with the answer no one wanted to hear: The combine are unstoppable.

So... the Borealis... G-man just wanted it destroyed, to avoid the combine to capture it. Someone, in some dimention, managed to discover time travel, and that was their secret. They couldn't let anyone have it.

Nobody knows who he is or what his motives are, there aren't even proper clues that point to them.

He may be a character from other Valve games like, Wisp from Dota 2's universe. Wisp is confirmed to have enter to Portal/Half-life universe in its lore so, idk.
