You could argue they technically already have ladders, e.g. the levitation in Dragonborn. You could replace that with a ladder mesh and a climbing animation and "Gamebryo" has ladders. Most of the important shit, e.g. the separate navmeshes, the ability to transfer between them and implementation of this into pathfinding algorithms, is there. What they lack is the state for climbing to go alongside the moving, falling, swimming, etc. states. Relative to the other states this isn't a particularly complicated thing to implement, they probably just don't think it's worth the effort.
Let's be honest here, there's a lot of games that don't have ladders and nobody gives a shit. This is a sticking point with you guys only because it's Bethesda and you'll take any excuse, no matter how petty, to rain shit on Bethesda.
