A 980 will max out pretty much anything at 1080p, the only limit is 4GB of VRAM so you might have to turn down textures to high instead of very high. 1060's have come down a little though so it might be better to get a 1060 now. 980Ti is still pretty good at 1440p, unfortunately both 980Ti's and 1070's are overpriced. If you have 1440p your only option is the 1080 whose price largely hasn't changed much.

PC gaming is really facing a lot of threats right now, the ever increasing cost of traditional discrete hardware is one of the big ones and its likely to only get worse as time goes on and the ever increasing prices reduce high end hardware to a smaller and smaller niche.

AMD's problem with mining is that on Linux their drivers are open source, and much higher performance than their Windows driver so they can't easily cripple their cards in software like Nvidia can and they can't escape the problem that their cards are either going to be reasonably priced for their mining/gaming performance on Linux, or way overpriced for their gaming performance on Windows.

We could very easily face another dark age for PC gaming like we did in the 00s, likely the thing that will save it the next time around are cheap SOC based systems capable of playing current games and indie games that are on the verge of being released today but which will really hit their stride 5 years or so from now.

GDDR5X isn't that efficient at mining which is why 1080 and 1080Ti prices are mostly stable. I don't think it's known how well GDDR6 will perform yet. HBM1+2 aren't that great either, butit was good enough that people are using Fury's, Fury X's and Vega for it. Part of the issue is Vega yields are so low AMD literally can't cut the price any more and stock keeps running out. They couldn't keep up with Polaris stock either, and Polaris was cheaper to make. Another issue is scalpers and resellers jacking up the price on Vega taking advantage of the limited supply. It's essentially the Nintendo effect.
