There are a handful of returning characters from previous arcs and most from the current arc.

The older games like Trails in the Sky FC, SC etc have great quality writing. However the newest arc, Cold Steel, is widely hated among the fanbase for pandering to otaku. The main character of Cold Steel is ripped straight out of Sword Art Online, he's a "blank slate" type of character meant for the player to self-insert into, with no personality, that nevertheless has a whole harem of girls after him. On top of that he's also the strongest member of the group and solves all of their problems. This has a knock on effect, as the other characters all play second fiddle to him and don't actually do anything if he isn't around.

Honestly, going by their CS2 relevance, they should cut most of them and upgrade Emma and Jusis to supporting protagonists. Maybe Laura and Gaius too since Laura has the Arianrhod subplot plus the missing Divine Knight from Legram and Gaius is hinted to be somewhat "special" since magic doesn't seem to work on him and the Bored Highlands has a sleeping Divine Knight.
