Usually the UPS will tell you when the battery is bad and lots of them even have monitoring option with calibration and test software where you can see the battery capacity and all the other stuff like remaining battery time on current load, info about charging cycles etc...
Your brother probably meant that as the battery gets older the capacity drops even without much use but changing them each year is overkill and after 3 you're going to lose a few minutes compared to new ones so that doesn't seem very good either.
If you want to test it yourself it's simple. After getting fresh batteries, charge to full, disconnect power and time how long your PC will run on battery power, repeat each year and when the capacity/time gets unsatisfactory for you buy new batteries.

Depends on the UPS, there's a large selection of capacities.
2 hours is kind of a overkill though.
UPS isn't meant to be used a power source for extended periods of time you'd be better served with a generator if you lose power for that long regularly.

Our branch takes care of roughly 2,5K PCs and during the summer storms we usually deal with 30-70 cases of computers or components fried by lightning strikes and power surges. Even if the business owners are complete and total jews and don't use UPSes on client machines you can bet your ass that every single one of them has a proper big UPS on his servers.

Above does not happen nor will it never happen. It shorts things out because it's too much power for the system which is why we have surge protectors. Where it goes is directly to your pc's motherboard and fries it. We don't have giant batteries storing power from lighting strikes.

i got this for my server plus all my network components (modem, router, switch, wireless ap) and it's been tripped a good 10 times this year. only one time by lightning. works like a champ. even connected via usb and server knows how much longer the battery will last and shuts down when under 10 minutes is remaining. it was nice to have internet during the outage until the power came back on even if i was stuck using my laptop.

im sure there are. the tricky part about ups is the kind of signal they output. some shit ones output a square wave signal that is incompatible with newer power supplies. the newer ups's output a pure sine wave that should work with all power supplies so i would say to make sure get one with that.

Because a UPS has a faster trigger, so you will have a situation where the surge happens, the ups kicks to battery, then the surge kicks and because the surge is between the ups and battery you get aids. All very sad.

Batteries are waaaaaaaaaaaaaaaaay too slow.
You need enormous capacitors.
Heck, think about this. Lighting is made by, you guessed it, a big capacitor that went above it's voltage rating and sparked between the two plates (ground and cloud).
You can use a dielectric to make it smaller than the 1-2 km of the ground-cloud one, but it will still be fucking enormous, you'd have to make it the size of a small mountain

Surge protection used in a house outside the power plant is tricky.
You already have surge protection, what the UPS is doing is adding another potential SP but cheap ones cannot switch fast enough from using their internal battery and the input electricity. So you will basically have a 150 ms~ time were the router is getting double the required voltage, both from the battery and from the house electricity.

I live in Sweden and I've been taught as a kid to always pull the power plug and network cable and then keeping it at least it at least 0.5 m from contacts to prevent arcs during thunderstorms.

I've seen lightning hit the power pole near our house twice before the power company decided it was cheaper to dig it down since power outrages due to damaged power lines whenever a storm comes which blows down trees and we lost power for like a week which meant millions in dollars in compensation to customers without electricity/repairations.
One of them even melted the tranformer.
