As i understand it (and im no expert), RPG stands for role playing game, which is apparently derived from the "pretend up a story and use rng to decide shit" nature of D&D.

In video game form this more or less translates to some game about an epic quest in which the player is given some leeway in crafting his character and what the quest is like. Meanwhile various numbers in the form of stats, rng, and equipment decide what the character and enemies are capable of and what things may or may not happen.

Jrpgs and games styled like jrpgs exist as a sort of mutation in which the quest and characters themselves are pre decided to varying degrees, and the games instead focus on trying to perfect the experience of the pre-made quest.

In PnP, an RPG is essentially a structured game of pretend, where the players take on personas that could conceivably exist in the genre the game takes place in (so, elves and dwarves in a fantasy game, aliens and robots in a scifi game, detectives and concerned citizens in a noir game, etc.). Dice are used to determine the outcome of uncertain actions, which allows unexpected things to come up and alter the story in good or bad ways.

RPGs in vidya form are just squad based tactics games with a heavy narrative focus in their current incarnation. Some first and third person RPGs exist, but most first and third person games that have a "builds" metagame are not actually RPGs at all. Most of the first and third person RPGs are becoming more and more watered down to the point where they can no longer be seriously called RPGs at all.

Frankly, the whole genre is a misrepresentation of PnP RPGs.

Author's note: like virtually every other genre, its name should not be interpreted by its literal definition, as it could broadly apply to most games, i.e. action, adventure, strategy, etc. Most games involve these elements to some degree, but in the context of game genres, these words indicate a focus on specific game mechanics and structures.
