Are the GBA ports better than the SNES versions?
Less screen real estate to work with overall, though

1, 3, and 4 all have enough stuff to make them worth trying if you want more from those games but they all have worse resolution and butchered sound to really consider them superior.
2's only real benefit are the two new cutscenes, Luigi having control differences, and the game keeping track of dragon coins for you. The additions don't really outweigh the all-stars version of SMW.
