Nothing much, honestly. If you're playing something like Gold or Silver where you can get him early game, he's got no presence since his only attack is Night Shade, a Ghost move, against mainly Normal types. It also does fixed damage of the level of the user, so it's not very high.

If you manage to get him to Haunter, he's decent midgame since he has really good speed and special attack, and he's a decent substitute to Kadabra since Abra is usually fairly rare while Gastly is much more common.
But, in the Pre-Gen 4 games, evolving him is near impossible now, and was difficult then.

He is neat

I wouldn't consider Morty early game. I'd say he's around the start of the mid-game. While Gastly/Haunter is good against Morty, Morty has the exact same shit as you, so unless you've over leveled it's moot more or less, since you could use damn near anything if you're sufficiently leveled. Not to mention the second Ghost move that Gastly gets after Night Shade is Lick, which is fucking awful and only useful for its Paralysis.

Gastly is dead weight against Falker, since all his Flying types are also Normal, same as Whitney. It's okay against Bugsy, since it resists Poison and Bug, but Scyther can still brute force it easily enough.
