Surprised it took them this long, really. They fucked up when they passed on picking up Demon's Souls for PAL territories (Makes you wonder if they'd have done what Bamco did on the strength of this and commissioned From for what would become Dark Souls). Plus them falling out with NISA resulted in a couple of games, most notably Dragon's Crown, being discontinuted/taken off the PSN store.

Personally I just want every game to come to PC, even if it invalidates one of the reasons I own a PS4. I like having all of my games in one place.
I'd also like for the opportunity that my friends would also be able to play these games since they don't own a PS4

Sega-Sammy own Atlus, but when they acquired them, they made a point of being hands-off with Atlus and basically leaving them to operate autonomously. Atlus largely ignored the PAL market, with NISA and then Deep Silver distributing their games in Europe and Australia/New Zealand (And Atlus games here are usually very low print. Persona Q, for example, only had one run and now goes for the $150-ish region on eBay), but now I guess they feel that they're capable enough to do it themselves.

Sigh... It's really not that hard you know. Their business chain of command relies on atlus doing atlus things for atlus results. Meaning although wholly owned by SegaSammy atlus is not 100% sega when it comes to business strategy etc.

I think it's like >>388084765 said. Atlus has always been doing their own thing, publishing and distribution included. They even publish other stuff like with Vanillaware's games and Atlus USA has published its own stuff too like with Utawarerumono.

They just want to stay hands off with them, though it does beg the question why they didn't step in and let Deep Silver publish in Europe instead.
