This game has a great setting. The multiverse is incredibly rich and detailed.
How much of the planes and setting is fully explored and just how deep does Planescape's lore go?

In case you didn't realize the Planescape settings comes from the tabletop D&D and it's very expansive. The game barely scrapes the surface of it.
Although the setting itself isn't very detailed, it's more of guidelines for GMs to make their own planar adventures. So a lot of stuff is left up for GMs and players imaginations.

The Lady is not as much a character as she's part of the environment in Sigil, but yeah, she's from the tabletop. Most of the in-game characters aren't. The rulebooks rarely bother with coming up with individual characters less than deity levels.

None of it is fully explored, as each of the planes is a fully sized world in itself, and some of the outer planes are themselves comprised of multiple planes.

As for how deep the Planescape setting goes, the actual campaign setting is mostly Sigil itself and its denizens, which sit in the center of the outer planes. The rest of the setting is built on top of material that's been covered in several full sized books in D&D.

To me, Mechanus is pretty cool, it's a clockwork plane inhabited by the hierarchy of Modrons.

Pandemonium is pure chaos, and is home to the githzerai, one of my favorite D&D races, who have learned to use psychic power to shape the essence of its chaos into basically islands of order within it.

Baator is fairly well fleshed out, and probably my favorite overall due to the constant backstabbing and rivalries between the infernal lords of each layer of hell.

Yeah, the highest Modron is the Primus, a godlike being of pure order. If memory serves all of the modrons in Torment are quadrones, which are one of the very lowest ranks. Hence their silliness. The higher the rank the more powerful and intelligent they are.

If you go to /tg/, someone will be able to hook you up with the setting material, and there's an awful lot of it. I personally love it and run all of my games in it, and once you really "get" the setting it just covers so, so much. One of the things that got carried over into Torment is that it is very much a setting that doesn't encourage typical DnD style "raid the dungeon" murderhobo play. There's almost always a reason to try and talk things through, and the factions alone give you a reason to do so as well (not to mention the fact that it doesn't matter how much of a badass you are - you are not going to break into Nessus, or any of the other fantastically well guarded locations).

It is actually really understandable. So much of the setting would be nigh impossible to handle in a videogame without an utterly obscene budget - just imagine what you'd need to cover in order to handle the Modron March and Dead Gods alone. Zero gravity dungeons, hallucinogenic sap from Yggdrassil, the attacks of the Visages, etc etc. Torment got away with it by covering three or four parts of Sigil and almost nothing else (technically Limbo was in there, but rendering Limbo in a game would be nigh impossible anyway) and using lots of text - but imagine the budget you'd need to handle every single faction, plane etc (remember that every single ADND setting is also there too, so an accurate rendition of Planescape would include the entirety of Realmspace and Greyspace etc).

Torment does, technically, have Limbo in it. The Modron dungeon is set up there because they used the morphic traits of the Plane to create their adventurer simulator, and this is also part of the reason why the head modron went backwards.

I can't say much as I'm not familiar with the Numenera setting at all, but it stands to reason considering Planescape was built on top of an already rich cosmology, while the main guy behind just the Planescape setting itself (i.e. mostly just Sigil and the Outlands) had to develop Numenera from scratch.

Numenera is a complete kitchen sink where anything goes, the setting doesn't really have anything going for it. I mean you can do pretty much anything you want with Planescape as well, but there is a better idea behind the overarching cosmology and particular locations such as Sigil are much more interesting and original in themselves.

Not really. You can easily just focus on one part of the setting and slowly branch out from there. One of the easiest ways to learn the setting is to read the basic outline of the world and then just start things off in Sigil. When you know you're headed to another Plane, use the time in between sessions to read up on the place you're going.

Mt. Celestia isn't a perfect paradise - it is incredibly hard on people. There are multiple "paths" up the mountain, and they're simultaneously physical and metaphorical for how you try and make your way up (and following those paths makes you more lawful and more good). Even the Upper Planes can be dangerous.

It's not christian heaven, just the closest thing to it in the Planescape setting. And it's not like you can just use your meta-knowledge to ensure yourself a good afterlife. You just live your life how you do and end up where you should.
Plus, I honestly don't know much about how the good planes function, but for example in Baator, the petitioners that go there are stripped of identity and pretty much turned into raw soulstuff to produce more devils from.

The Lady of Pain is easily misunderstood.

The purpose she serves in the setting is to explain why Sigil exists. The city itself is such an incredible resource that it would have been conquered within a day, or fought over so violently that it was no longer usable. Even beyond the portals, it plays a massive role in the setting as a whole. The Lady exists to explain why Orcus or Demogorgon or Asmodeus or Mephistopheles or Ssendam or Primus or Barakhiel or The Five Companions (etc etc) haven't taken the place over.
