Wouldn't Umbrella's plan to test their BOWs work better if STARS was fully equipped and at their peak instead of picking them off Slasher style?

Because it's an all around upgrade and expansion to THE game that coined the term "survival horror" back in 1996.
It demands you to pay attention and think forward in order to actually survive, not just run and gun.

RE5 imo. It had a decent oppressive atmosphere, quality gameplay, god-tier coop and a nice replay value.

I think my main problem with RE4 is the fact that Leon is the protagonist. He's my least favorite of them all, just an edgy prettyboy.
