Played it for the first time in July and I can assure you that you couldn't be further off from the truth. Open ended level design that encourages player agency doesn't age like milk but rather fine wine.
a few hints to make your start not as shitty
stun baton is an instant knockout on light armored enemies if you hit them from behind, same with the riot prod.
Most players who give up on the game, give up in liberty island. try to stick with it until you get to hells kitchen. thats when the game really picks upespecially the music. Hell's kitchen's track is fucking radical.
unless you build JC that way, he wont be fps man with perfect aim.

I legitimately don't understand how people have trouble with this, I played it without a guide and it took me maybe twenty minutes.

Maybe I was a bit harsh, I finished the game for the first time this past month and had allot of fun. The level design is better than most stealth games and 'immersive sims' today (example: Prey).
The difficulty spikes REALLY killed it for me though, and I defiantly have jaded memories of yelling at my screen for the first time in years because the game decided that throwing 10 deadly accurate bullet sponge enemies at you was justifiable. In fact that is a huge problem this genre has in general (again: Prey).
There is basically no way to do tons of objectives in the late game without open combat unless you cheese hardcore. Pacifist runs are neigh impossible

I don't mind that. That's one thing that newer immersive sims miss, they never throw things at you that might now be optimal for your build.
Its when you get things that aren't optimal for your build that you start coming up with crazy wild bullshit stats and figure out how to make them work.

it's not really that the level itself is hard or difficult to figure out, its that new players need time to learn the controls and minor intricate details mentioned above, like the stun baton being an instant knockout if you hit someone from behind.

What game are you talking about? This obviously can't be DX1 based on your description, but based on the context it seems like you are talking about DX1.

Honestly I don't even think it's that complicated. Truth is, by the time you hit hell's kitchen, you've gotten enough skill points to make at least one weapon good enough to be usable in pitched combat, and that's all you need. 1 point in pistols or two points in assault rifles. People get turned off by the reticle that takes 15 seconds to shrink to a manageable size, period point blank.
