The answer to all of those questions is yes. I even pondered the "philisophical questions" for the ten seconds that they deserved.
Ultimately I was unmoved by the experience. The writing failed to convince me that it was anything more than an exercise in hollow chicanery. The NPCs talk up a big drama but the real theatre takes place in the gameplay, where you can assassinate the president and observe his 15 bodyguards stand around with no discernible reaction. Not even a flinch.
