I just didn't feel anything.
This isn't an edge thing. Any shock or suprise at the scenario was spoiled months before the game came out, and the people you're shooting are nameless, vacant faced clone NPCs.
It sounds horrendeous on paper, and I've felt BAD many times from things I've done in video games, but this one just lacked the impact.

You don't have to kill anyone, but you do need to shoot _somewhere_ or Makarov smells your treachery and shoots you himself.
That being said, slowly walking through the whole level while randomly shooting in the air is so boring and more importantly jarringly implausible for your terro buddies not to get suspicious, that you just end up shooting some civvies and playing along the meta-script of the game, which is clearly that Allan is supposed to partake in the atrocity.
