You need "Fine Road Tool" so you can adjust the height by x metres instead of the default 7!
2m is the minimum to get the "bridges" out!
Road Anarchy lets you upgrade those troublesome right angles and turns that the game doesn't allow you to do!
Or when you want to upgrade a road that should be up gradable but can't unless you rebuild it, that's just silly!

public transport is the best, the hard part is when you need something now, which you should have thought of 30 years ago. I deal with this stuff first hand, working for city government.
also, having a culture of driving is great, if you want to travel long distances independently. But when your metropolises become megalopolises, and you need to drive in an urban environment, you car culture becomes a burden.
