Only slightly sadly. It's not being received well at all by the PC community, but I love having Fable Fortune being played across 3 platforms. Gigantic has a separate Steam client. Killer Instinct is full crossplay which is neat. Gears of War 4 casual being crossplay is kind of cool too. Halo Wars 2 's PC community is fuck small and will never recover. Otherwise, yeah totally merged =/

It's actually a complete possibility that console exclusivity might be in the cards to combat Sony buying up so many marketing rights.
