You're right, braindead AI that just stands there while you swing until your stamina depletes or cast spells until your mana runs out is way better. The difficulty meme comes from redditors who haven't gotten past Taurus Demon and people who still think losing souls is a harsh penalty. DeS and DaS (at least up until the GOTY editions.DLC) didn't really harp on difficulty, but it still requies far more patience, strategy, build knowledge, and understanding of mechanics than 99% of AAA schlop out there.
