To complete an a press, you need to press and release. He only pressed, which is halfway towards a complete a press ergo a "half a-press".
The "hold" in this equation is irrelevant to the overall action as whether it's instant or eternal it only completes or withholds the a press by it's existence or non-existence. Think of it like a 1 dimensional creature, it only exists as a concept because there is no way for something to have only length and no width. It can be as long as it wants (like a hold), but without the binary of width (release) it's only a figment of the imagination. So to say that it's 2/3 of an a press is wrong because the "2nd step" is imaginary. There is only the press, and release. Ergo, a press and hold is like 1 + 0, only the 1 actually matters for your result so the 0 can be safely dropped from the equation. Or to simplify:
Press > Hold > Release = Press > Release
To say that hold is a step is like adding a step for the movement of the finger before the release. It's not an actual step because it doesn't have an actual effect, it's just a motion you make with the interface device to get the actual result you want, which is binary. I don't actually care that much about the semantics but I don't want people believing this kind of misinformation.

There's really no reason to call it "a held + 4 a presses" when you could just say 4.5 a presses which conotates that you held the button before you started the objective that's being shown ie go in a level
