It's also implied that they have been targeting the adamantine tower which is why they have attacked hammerfell on multiple occasions, it's actually a higher priority than cyrodiil. How would you all improve skyrims cities without making the creation engine shit itself? I would tier each city behind loading screens similar to the Imperial City or New Vegas. For example, white run would have a market district, a residential district, and the area where the halls are. Solitude would be similar. Each "section" of the cities could potentially be the same size as the entire cities now, effectively doubling or tripling their size without a major hit to the framerate.
