I've never had a problem with the Mongols, do you need DLC for them to become an actual threat? I've had a British empire campaign that extended east through the Baltics into Russia/Ukraine, and was always able to fend them off pretty easily. I also had a world conquest and never had any particular troubles with the Mongols (far more trouble with the Muslims).

I'm trying to undermine the Cyrodilic Empire, but its fucking impossible. Its a giant fucking blob with 50k troops, so they steamroll every peasant revolt and enemy nation. Almost every title, including the Emperor is under elective secession, so no female is ever inheriting thus weak claims are nearly worthless. Everyone is of the same culture and religion, despite it being half the damn map. The Emperor is also always loved, literally no one will ever join any of my plots. They haven't had a civil war in what must be 200 or so years.

My only options is wait a millennia for a female to get elected and press my claim assuming I've managed to hang on to one, wait a millennia chipping away at it in small wars, or save scum Dark Bortherhood assassinations till either a regency or a female get elected.

This is where you have to apply some foresight. You ought to make sure the relative you grant the new land to has an heir that isn't you -- preferably a child, preferably multiple children. Once you grant the land, it's time to start terrorizing that dude's kids. This means, in gameplay terms, attempting to assassinate them.
