Ken, Dan and Sakura need to be replaced with some other characters. Replace omega red and there you go.

Replace Sim, Sakura and Dan with Rose, Guy and Fei-Long/Guile

Get rid of Dan and Ken, I know Akuma is there out of tradition due to COTA but he doesn't really add much, Sakura you can take or leave since they changed her up a good bit. I guess throw in Alex as the obligatory SFIII, Guy, Rose, and Cammy I guess.

As for Marvel, I have kind of a hard time deciding; Omega Red, Shuma Gorath, and Blackheart all seem kind of out of place, but that's part of the fun. I guess you could replace Omega Red with Magneto, Blackheart with Ghost Rider, and Shuma with Thor if you wanted a roster that "makes sense"

You can make a less lame roster without adding guys. The Marvel side is rather good other than the missing Iron Man/War Machine which was caused by licencing issues. The Street Fighter side leaves something to be desired.
