Yeah he was. Just because his friend and bro got it good, other people got turned into monsters or get fucking slaughtered in the jagds.
He was a self-righteous lunatic that lucked out.
There was no actual indication that Ivalice wasn't real. From Marche's perspective, his friends moved from America to New Zealand or whatever where they were making better livings and were happier, so he told them they're not really happy and decided to personally nuke New Zealand to fix their problems.
Is this game actually good? I just beat Tactics on the PS1 and it's now one of my favorite games of all time.

It's not bad, but there are other, better SRPGs to play. You should definitely play Tactics Ogre: Let Us Cling Together, and think about trying Disgaea if you want to play a game in the genre that just decides to go completely bonkers.
