It actually fixed a bit of it.
Now people have to pay an actual fee to get their game on the platform.
So if people made something super shitty in flash in 10 mins they would have to pay to get it up. In which nobody will buy it and a portion of the money will go to valve. Effectively making shitters like that shy away from doing this shit or suffer pointless loss of money.

Greenlight only ever stopped the 14 yo kids, asset flippers would routinely help each other through the system without any need for legitimate outside votes. The current system at least forces them to pay $100 for each game shaped object, but that's frankly far too low especially since it's recoupable iirc.
