They wouldn't drop nukes on the city directly, they'd use airbursts because it gives you a larger kill area. If you detonate a nuke in the ground, the soil absorbs a great part of the bombs power, with an airburst you got everyone in the city irradiated and anyone not shielding their eyes blinded.
