They actually fight differently if you actually read/watch their fights from Z. Considering ArcSys is ripping normals straight from manga panels, you'd be having 17 do shit he's never done using 18's exact posture.

They did what they're doing because 18 has way more to pull from than 17 due to being around longer, and her breaking Vegeta's arm with a kick is more iconic than anything 17 has ever done (and I say that as a big fan of the 17 vs Piccolo fight). If 17 were to be his own character he wouldn't have a significantly different playstyle, unless they pulled from Super (and there's no way his stuff in the current arc was around for them to use when they were actually putting together the base roster). 17 being part of 18's moveset serves to make 18 more unique to play, and I'm fine with it.

16 fights only once and does one other thing, but he has a totally unique stature and gameplay style to 17/18 and in his one fight has more distinct and interesting techniques than most other one-off characters in Z. I'm really excited to see his gameplay and play him.

Somewhat expected given what we know. I'd be fine with it. Has good spread of playstyles and characters, although I would hope for Roshi instead of, say, Gero.

I'd mostly be happy to use a 16/Broly/Nappa team for fun outside of building a more serious team (unless those three end up being really good together).

They should've made it a Toriyama fighting game and put in DQ characters as well.

Beerus's one long fight with SSG Goku is enough to base a moveset on. He has enough strikes and techniques in that one fight to be somewhat unique. I didn't go far into Super, but I saw enough of him in that fight to know he'd have some neat stuff. On top of that he showed a few things in his previous short fight with Goku and I think he's done some stuff since then.

With that being said you'd be a fool to think there will be no Super characters. Beerus is a given, with possibilities of Kaulifa, Hit, Jiren, saiyan kid, Jaco, etc

Kid Trunks and Goten, even if they fused for a move, would be kinda worthless. Gotenks has the most unique fighting style of pretty much any Saiyan in the franchise. It'd be much better to just have Gotenks be a character since he has enough to pull from on his own.

Ginyu is popular enough that they might spring for doing the whole force (or at least a couple) as strikers. It makes up for how he only has a couple non-Body Change techniques that are pretty basic.
