I think at some point that might have been the idea, where you'd level yourself on the easier difficulties and work your way up as you put points into character skills, but if you're not bad at FPS you could probably jump right in at Hard/Very Hard and work up from there and sooner since you get more XP to spend.
It felt like they put more focus on the hardest difficulties and ignored the gradient leading up to them with the easier ones.
