Supposedly, this games runs the way it does because the developers used the Sonic Advance 1 engine which doesn't work with the original genesis game.
To put it into perspective, one of the guys who would later go on to develop Sonic Mania on made this in response:

Special mention goes to that Sega 3-pack on the GBA which ran competently enough, but cut most/almost all of the music from Spinball and Ecco The Dolphin (and maybe Golden Axe too, I know it had more than one track though).
