I think part of the difference is that Kersti shouts at everything while Starlow seems to only target Luigi.
On a similar note, between her believing Mario broke the Sticker Comet at first, her getting afraid that Mario abandoned her and admitting that it was her fault Bowser broke the comet in Scuttlebug Burrow only to shout at Mario again when he did rescue her and her apologizing to Mario at the end of the game, I wonder if Kersti was meant to be a Tsundere that they tried to tone down later in development.

Well, regardless of whether you like it or not, those games do give the characters animations that help get their personalities across, even adding little things that might not be so obvious (Wario being an inventor as shown in Warioware, Mario Power Tennis, Wario: Master of Disguise, etc). and they usually have career modes or story modes that give the characters dialogue (even Mario & Sonic and, in the case of Daisy & Waluigi, Mario Party 3 did that).
