if he could stop time (dont think he can, the best he can do is slow down his perception of time right? when he's slicing shit up its just him moving really fast, not time slowing down?), but if he could stop time then i think raiden beats zero, he'll be able to simply overpower the maverick hunter

Raiden can beat most characters by throwing them into the sun but ignoring that zero would probably win

Raiden has ridiculous reaction/combat speed and can judoflip battleship sized mechs and shit, but Zero has more versatility.
