Honestly the biggest reason this game is failing is probably the hero characters. Unless you're Activision and have a bigger marketing budget than god, it's probably not a good idea to try and build hype for two dozen different protagonists at once. There's a reason games like Doom that have an effectively faceless protagonist still feature them heavily in the marketing, and there's a reason games like Mass Effect, Skyrim, and hell the old Saint's Row games that have customizable protagonists still make a generic main character the center of the marketing. People are more likely to buy things when they're attached to faces they recognize, and by making two dozen main characters all they've done is diluted their appeal.

it's actually some of the more interesting game design i've seen in ages, at least at the time it came out it was.
It was made to contrast to SR3, you are in the same city, except it's fun to get around this time, many of the same characters return but they're not just annoying assholes now they actually do stuff, the story is way more over-the-top and silly and obviously it doesn't get in the way of the gameplay like it didn't in Prototype which the gameplay itself was clearly parodying, yet it's way more interesting than it was in SR3, the misplaced dirty jokes from SR3 are replaced with references and quips targeted at an entirely different audience and everything else despite being way more nonsensical actually makes a lot more sense. Over the top hype moments from SR3 replaced with more humble moments between the characters, it all comes together really well.
The fact you can still use cars is just part of that nonsensical vibe the game is trying to portray, and it increases the fun and sandboxiness, it's pretty much perfect.

The game is actually pretty fun to play but I guess why many here haven't played it because it has the latest Denovo and it might take a few weeks or more to crack for you cheap faggots. Combat is pretty good. a lot of toned down then that shitshow of Saints 4 .. and I actually don't dislike any of the agents. Pierce and Rama are super fun. Driving is pretty cool since most of the city are half pipes where and drift nitros are sweet. Lots of Verticality in the buildings.
