And I'm not sure what you're saying is true. If I recall, 18 fights Vegeta and 17 fights Piccolo and they have no other fights during Cell saga. But after that you never see 17 again until GT but 18 fights Goten and Trunks in the Buu saga. Besides, 17 has another form. If he's in it might as well be Super 17.

I haven't seen Super yet so I don't know if he's relevant in Super.

Base Cell is just the most unique villain the manga ever had. He was a lone wolf with no one to help him. He was actually slightly weaker than the heroes, and needed to pick his fights carefully. He wasn't above begging for his life either. The guy was flying by the seat of his pants and having the villain start as an underdog and become a major threat is a rarely explored archetype.
