Ho oh has a better aesthetic, lugia is horribly designed but plays off farmiliar designs seen in other pokemon in the series making it easier to bond with and other psychosomatic things to do with a father figure. Blastoise already has a good STAB in the form of water, it uses ice moves to hit things SE, ice type STAB isn't going to help a whole lot with that.

Gen 3. Not only are all of them decent designs on their own, they manage to be unique compared to their predecessors as well. Compared to Blastoise and Feraligatr, Swampert is more rounded and even cute, while in gameplay its secondary Ground typing gives it flair the preceding ones didn't have. Although fine in terms of looks, Typhlosion played like a discount Charizard and Blaziken in comparison was such a triumph that the next two goddamn fire starters had the same secondary typing. Sceptile represents an opposite in terms of both visuals and gameplay design when compared to Venusaur and Meganium; lean and agile instead of bulky and stalwart.
